In short, the owner of the vehicle who carries insurance on that vehicle is responsible for every person they let drive that vehicle. There are exceptions, but that is the basic rule. So you can let whomever drive it, as long as you understand that you and/or your insurance is responsible for any liability.

After getting a copy of the accident report nothing I told the cop was in the report and the only thing indicated was "driver two indicted break lights were not working on driver ones Vehicle lights never tested". Is that legal?
