In GA is there any law protecting me from being taken back to court over and over to try to reopen a custody case, when I have been awarded permenant legal soul custody of my daughter?

Since there is no such thing as "permanent" legal custody (custody can always be modified), and I am sure your lawyer has explained that to you (you aren't doing this without a lawyer, are you?) there is no way to answer you.

Isn't a modification available every 2 years? Due to a change in circumstances?

You maintain the right to possess your children by parenting in an acceptable manner. Even individuals who are not divorced can lose custody of their children in the event that they jeopardize their health and welfare.
