Since you are not a U.S. citizen, you could file the I-130 petition for her, but she will not immediately be able to adjust status.

If she does not maintain legal, non-immigrant status, up until the time she is eligible to file for adjustment, she will be denied (unless you become a U.S. citizen by then)..
