A few days ago one of my roommates moved out of our house and took many of my girlfriend's things with her. She doesn't deny having them, but says she took them on accident and will give them back "when she gets to it", and says she has better things to do. Is this theft? Is there a way we can legally force her to return the items in a timely manner?

You can always call the police if you believe this were stolen.
