I have a neighboor who has a tree on their property close to my property line that has grown large enough to encroach on my property. The encroachment includes damaging my brick wall. The neighboor has refused to do anything about it and now they plan to sell the house. What can I do to have them remove the tree and repair my wall? Put a lean on the escrow?

It's lien, not lean, and no one puts a lien on an escrow. You would have to sue, and get a judgment, and then record an abstract of judgment which becomes a lien and shows up during a title search while escrow is pending. But if your neighbor is in escrow now, you are not going to get a lien that fast.
