When ever I saw my landlord in public he always approached me and says he needs a hug and rubs my back also he knocks on my door when I am home alone, now that I no longer live there and do not have to worry about being evicted can I file a sexual misconduct case against him it makes me sick to even see him. Also my daughter was with me when this was being done.

One thing people forget is direct communication. If the landord touches you despite your verbal protests, you have an action against the landlord. If you either say nothing, or give in to the person's requests, you have consented to contact. Make sure you communicate your desire not to be touched. After the landlord has received that commuication, any subsequent unwanted contact is actionable.
You may be thinking of a "hostile work enviornment" action where consent can be explained away. Is the landlord also your employer?
